Where all other resources either integrate or dissolve.

Capacity for Action is the integration of all other resources into the actual ability to translate intention into executed decision. It is the ultimate governance resource — the one that all others exist to support — and the one most frequently depleted in high-complexity governance environments.

The specific failure mode is the appearance of action combined with the substance of drift. The governance machinery runs. The meetings occur. The documents are produced. The advisors advise. But the coherent direction that would make the machinery generative is absent. Not because the steward lacks competence or intention, but because the resource that translates competence and intention into enacted governance — the integrated capacity to decide from clarity and follow through from conviction — has been consumed faster than it has been renewed.

The diagnostic CURANS applies is precise: is the configuration of this steward's capital, time, energy, knowledge, and technology use producing a governance system with genuine capacity for consequential action? Or is it producing the sophisticated performance of governance while the actual decisions that matter are deferred, diluted, or delegated without the ownership that makes delegation functional?

The distinction between genuine capacity and its performance is invisible in the short term. Governance systems can perform capacity for extended periods — the meetings continue, the reports are produced, the structures are maintained — while the actual capacity to make and hold consequential decisions gradually erodes. The erosion becomes visible at exactly the moment it is most costly: the succession decision that cannot be made, the capital reorientation that cannot be executed, the family conflict that cannot be resolved.

The connection to Coherence in the Identity & Mission domain is direct: Capacity for Action at full strength requires sufficient alignment across the steward's various registers to produce a unified governance impulse. The connection to Existential Decisions is structural: the highest expression of Capacity for Action is the ability to make the decisions that reorganise everything — from genuine clarity rather than exhaustion or external pressure.

Governance without capacity for action is choreography. The distinction between the two is invisible until the moment a consequential decision is required.
